You can go to gas stations/auto shops for a safety check. Look for a placard: "Safety Check Inspection ####". Or something like that. I go to the Shell Rapid Lube near the Waipio Costco for my Safety Checks. The kid that works there is cool.

I am in the same boat, I am trying to get my prelude inspected, they said I have to get the recon because it is dropped. I miss Kauai...... I have heard rumor that A1 auto is a good place to start, now that I am back in town I plan to stop buy and check them out on Saturday.

So I went to A1 and they no longer do it, the guy said a few shops in the same area got in trouble. I called recon today and the soonest appt is in three weeks. So I am going to get recon, oh well.

Awesome, dude. Yours will be a pioneering effort. I don't know of anyone with a RECON on an S? Anyone have one?

Edit: I'd be concerned about their informal "bounce" test. Shoot, you can barely get any movement from the S2000's stock suspension.
