No. It prevents the organizer's and participants from being sued. It does not replace your personal car policy. Also, all participants will have to sign a waiver of liability, that explicitly states that the participant assumes full responsibility for any risk of bodily injury, death or property damage arising out of or related to the event(s) whether caused by the negligence of releasees or otherwise.
