my question still remains, if HPD pulls you over and says you need recon, and the safety check office said you don't need a recon, will the court side with the recon station, or the cop?

I had passed recon in the past, but I have since put the car back to "stock enough" that I don't need it anymore.
That 1986 document is so out of date it's not even funny. So many things have been eliminated, the headlight thing, the wheel thing, exhausts, most of them are gone or loosened. Motorcycles are no longer included etc..
When I went in, it was almost strictly a visual inspection, he grabbed my battery and made sure it was tight, then pushed on the strut tower a bit, but didn't do the famed bounce test. My old RX-7 got the bounce test and I was pissed afterwards, they pretty much stood on the fender to do it. Totally wrong.
What did you guys fail on?
Elayne's solution is good, but HPD can still write you a ticket for operating the vehicle in Honolulu, they just can't hold your reg up since it's from Maui.
