so if the safety inspector doesn't require you to get recon, what other department has that authority?

also, since the safety check has a checklist for "alignment, exhaust, suspension, wheels & rims", etc., if it's marked on the safety check as being "APP'D" (approved), shouldn't it be exempt from recon?
hpd still has the right to pull you over for modifications

so if your vehicle was unchanged from your last safety check, who's right? HPD or the Safety Inspection Station?

hpd will still give you a ticket and you can either pay or go to court to fight it

ive had friends get pulled over for nothing. they were not speeding or doing anything wrong.. literally.. but they got pulled just so that the cop can test their recon. and then with those particular friends, the cop was mad because their recon was valid and nothing was illegal

i got no problem with that. that's why there's an appeal process for traffic court (even if your 100% wrong, you can still fight it). but if you can prove you're right, then there's no repercussions, like Lee's registration trouble

my question still remains, if HPD pulls you over and says you need recon, and the safety check office said you don't need a recon, will the court side with the recon station, or the cop?

probably depends on the judge. but if one can prove they passed safety legally why no get it thrown out...

I had passed recon in the past, but I have since put the car back to "stock enough" that I don't need it anymore.

That 1986 document is so out of date it's not even funny. So many things have been eliminated, the headlight thing, the wheel thing, exhausts, most of them are gone or loosened. Motorcycles are no longer included etc..

When I went in, it was almost strictly a visual inspection, he grabbed my battery and made sure it was tight, then pushed on the strut tower a bit, but didn't do the famed bounce test. My old RX-7 got the bounce test and I was pissed afterwards, they pretty much stood on the fender to do it. Totally wrong.

What did you guys fail on?

Elayne's solution is good, but HPD can still write you a ticket for operating the vehicle in Honolulu, they just can't hold your reg up since it's from Maui.

Recon is a major pain, even more so because it's ONLY this stupid island that has to deal with it.
