The fine is 90 bucks or so. If you run no plate, better be willing to fork over money when get ticket. There is no way around it. You may run with no front plate for 1 year or so without hassle. You may run with no plate for 1 day and get hassled. You just never know? For me it's worth the fine, but for others 90 bucks may be steep. You got to pay to play...

Hmm...I'm actually a resident of VA (yeah, yeah, another military asshole ) so would it be possible to buy the car in HI, but register it in my home state? That way I could run just the rear VA plate.
That's what the extra sticker on rear bumpers are for, right?

you can run an out of state plate till your registration runs out. I got a temp registration, and then didn't get my new plates till my registration was up on my old ones so I didn't have to double pay when I moved back
edit: actually if you're military then you can register your car there and get a specal type of registration here that allows you to run your home state plates if you're only going to be here for a certain amount of time. (guys in the military feel free to correct me here), however....I believe that you still need our saftey check stickers (the 2 extra ones) AND you get another sticker showing that it's okay to run your out of state plates. so total 3 new stickers lol better to just get Hawaii plates and a little steel plate under your bumper to hold our saftey check stickers...it's a pain...but we don't do emissions here

Keep a broken bracket in your trunk with the front plate. Tell it fell off and you're ordering new brackets.
I've never been pulled over for it, but I've been lucky. *knocks on wood.*
I thought I'd add another useful thread. If you notice the Hawaii forums are mostly fluff with only a handful of helpful information.

This was my plan originally, but after seeing a lot of cars with Hawaii plates and no front plate I went ahead and switched. I'll take the fix it ticket anytime. just depends if it's worth it to you or not.
