Sure, I understand that, but it's gone when they're done.

If they smoked indoors, the levels are compounded with each cigarette and it seeps through walls, outlets, cracks, floors, ceilings, etc. and causes a longer-lasting more permanent and difficult to remove stench.

That's our problem here - the places are so poorly built/sealed/whatever that if my neighbor downstairs smokes inside (and she does) then it comes through our vents, through the walls, etc. and even stinks up one of our bedroom closets and the linen closet

If she smokes outside AND I have the fan blowing in we might get the smell of smoke on the air, but it dissipates in minutes.
Yeah, your building fails. I disagree that the smokes dissipates immediately upon extinguishing.

The problem is, these people are HARD CORE ANTI SMOKING people. They actually said "I don't care what we have to do, let's ban all smoking on the property. Have the lawyer get started on whatever we need to do."

"Well, we can more easily impose our will on balconies because they're limited common elements. That will force people inside, which will cause more people to complain, then we can ban that, too."

They might fear legal action. I mean, if we can sue the tobacco companies because some people say they did not know the dangers of smoking, then they might be able to sue those who provide you a space to smoke in.
