Yep, everyone has their limits. I don't expect a tidy yard, but if his yard looks like Brandywine junkyard I'd get annoyed also. My neighbor has a bunch of stuff lying just beyond his driveway but it doesn't bother me, plus the fence blocks it. Some level of junk/stuff is acceptable but looking like a literal junkyard is a bit too much. At least if the neighbor is cool it helps..

No, the developer screwed them with the guise of the HOA. He knew there were problems, but was able to (legally) pass the problems over to the HOA.
