The negative part of me thinks, maybe we (me & the other person) both suck & they're just holding out for something better...

The other guy is probably more qualified but they don't want to pay him. They probably tossed him some stupid low-ball number just to see if he would take it and he decided to counter. They will figure out sooner or later that he doesn't really want the job and then just offer it to you.
