Also, I'm not exactly sure what they're referring to when they reference the size in inches 13", 16", 18.5" 20" etc. Is the the height of the seat from the frame?

Nope, it's free.
My component knowledge sort of stops around 2005 when I built my bike, so I'm not an expert, but I think it looks nice. No problems I'd be worried about.
Hydraulic disc brakes are Better than the mechanical types.
Drivetrain is a little on the budget side, but that's fine.
I was looking at a Trek 4300 Disc. Any thoughts? Positive/negative?

I'm sure it's not seat height though. It's related to how far forward you have to reach for the handlebars.

Another newb question. What are components? I was reading reviews which kept referencing them, but don't know exactly what they are referring to.
