As of now the tentative release date is ~Spring (April) 2006...
And you can get either system if you dont have an HDTV or whatever...you just won't be able to make use of the high end graphics and visuals in games...

there's been numerous 360 systems crashing during game play giving an error.... there's also issues with rebooting the system where it ends up not rebooting when you try to restart it...also overheating problems....
and there's only going to be more and more issues with the 360... they jumped the gun trying to beat out PS3 when they saw the specs on it... and they screwed up bringing the system out prematurely...

There has only been a little over 12% that has had that problem and those issues you talk about all stem from the same issue. Don't forget that there were issues with the PS2 when it first came out also.
