The buildings are owned by a private company - the guberment leases them. Perhaps there is some money in that lease payment that goes towards the facility? All I can tell you for sure is that there are no guberment employees running the place and that it shows up on my bank statement (when I pay with my ATM card) as a private company.

Meh, I have a window. It looks out onto the shop, but if I turn my neck just right, I can see outside through the door.
