So the car probably has both 4G (i.e. it's own cell phone) and WiFi (802.11 wireless Ethernet). If you choose not to up the account for the 4G, the car won't be able to "call" anyone but the internal WiFi, I would think, should still work it just won't have an Internet (capital I) connection.
