If I buy from the UK, I pay the purchase tax in the UK (VAT).
It's slightly less than in the Netherlands and saves me hassel when the goods arrive here.
I think to buy goods purchase tax free in the UK you have to be a registered business or prove you are a non resident. You then have to pay the tax in your local EU state when you sell the goods on. I think if they are for your own use you have to pay the tax when they are imported.
