No, they're different frequencies. CB channels run from 26.965 to 27.405 MHz (19 is 27.185) and FRS runs from 462.56 to 767.72 MHz.

In TN and Western NC you have to lower those Florida-latino standards quite a bit. I'm not sure they've totally integrated into the area yet, but if you see some things going on and they all happen to have the same last names, it is best to just let it slide.
