I know PPA is bad..
I feel like evryone could be at fault for this one, but look at the tow job!!

at least the owners have video evidence to what the towing company did to their vehicle and they can't come back stating that it was that way when they towed it.

You can't sue the city and win, their SOL. That sucks. I guess that's why you have neighbors, so they can't mind their own business and not cause you problems.
