I had a 98 EX before the S and it was great fun with just an intake (for sound), shift linkage bushings, Si shocks, and Type R springs.

Sell the civic and buy winter wheels for the S. Then whatever left over you can pay for gas. =)

Save your mod money intended for the civic and just dump it into buying the is300.

i also have a 99 civic hatch for a DD. i'd say put a vtec d16y8 head on it (since your LX is non-vtec) and that should open it up a little bit. You can find a head relatively cheap (about $250 with dizzy) and all you'd need to do is wire up 3 wires for vtec and get a vtec ecu. As far as suspension i'd suggest tein springs with kyb struts. I had those on my del sol and it handled like a dreaaam. The thing that really makes it seem slow is the tranny.LX trans is the same as DX which has the longest gears everrr. 3rd tops out at about 90 right? an EX trans tops out third at about 70ish. If you have any more questions shoot me a PM. I've been working on civics for about 8 years

Those are great info. I never know much about civic.

does the civic also have long steering ratio (don't know if I am putting it in the right words) from lock to lock?

It seems to me that the integra has quicker steering.
