Had I been of the opinion that said slaps were directed towards Blackie, I would have said "Can I give these slaps to Blackie please."

However the words "If Blackie needs a slapping ..." [emphasis added] denote that either (i) I don't know whether she does need a slapping, or that (ii) I am suggesting that a slapping may become necessary in the future.
