TORONTO (CP) - Police were talking to a man moments before he threw his five-year-old daughter from an overpass above Canada's busiest highway Sunday, then jumped to his own death.
The girl, who was tossed onto Highway 401 as horrified drivers could only watch, was treated for internal bleeding. She was recovering at the Hospital for Sick Children.
The Special Investigations Unit - which investigates circumstances involving police and civilians which have resulted in serious injury, sexual assault or death - took over the investigation Monday.
Initial reports indicated police officers were confined to the periphery of the bridge but an SIU statement said officers had been "on the bridge and talking to the man."
Toronto police Const. Wendy Drummond said the victim's family has requested that the names of the girl and her father not be released.
Insp. Brian O'Connor said Sunday it was "a miracle" the girl, who didn't break a single bone and was talkative at hospital, wasn't hit by any oncoming vehicles.
Police had been trying to track down the man after he left a suicide note and made a number of frantic cellphone calls to his wife Sunday afternoon.
Officers arrived at the scene shortly after a driver phoned to say there was a man dangling a girl over a bridge in east-end Toronto.

CTV News Toronto reported that the man was separated from his wife and allowed custody of his daughter on Sundays.
The girl spent yesterday with her dad, but when it came time to return home to her mother, the father had other plans that he outlined in a suicide note.
Police and drivers could only watch in horror as the young girl was thrown from an overpass onto Highway 401, which has six express lanes. He then jumped himself.
The father died on impact. The little girl is miraculously recovering at Toronto's Sick Kids Hospital. She suffered no broken bones, but was treated for internal bleeding.
In the moments leading up to the act, the man made a series of frantic cellphone calls to his wife, telling her of his plans as his young daughter clung to him.
"He continued to call his wife while he had the daughter and basically, what amounts to psychological torture, he continued to call the wife and say, 'I'm going to kill myself; I'm going to kill your daughter,'" Insp. Brian O'Connor of the Toronto Police Services said at a news conference.
Police arrived at the scene after being alerted by a driver, who called to tell them a man was dangling a girl over a bridge in the east-end. But it was too late to stop him.
"This guy went to do what he went to do and nobody in my opinion would have been able to stop him," O'Connor said.
Ontario's Special Investigations Unit has been called in to investigate, because it has been confirmed that officers were on the bridge talking to the man at the time.
Monday morning, the man's name was released at a police press conference. The family has since asked that the name not be used in media reports.

I had a roommate in the Air Force who once was laying on the beach in front of Pacific Coast Highway and a bluff. A guy on PCH crashed his car and was decapitated. The head kept going and landed in front of my roommate, facing him, neck in the sand, with a puzzled look on the face. My roommate was haunted by this. He was a psychological basket case. I don't know how he got into the AF. He once rode his motorcycle, extremely shitfaced, into our swimming pool.

This guy was a real prize. He once drew a gun on me for leaving dirty dishes in the kitchen sink, again quite shitfaced. I didn't even do it. Our other roommate did it. That got his ass booted out of our apartment.
