Our office used to be next to the site and I took this picture not long after we moved in there. It was a toxic cleanup area for years.

For something to be a public works project, it needs to somehow benefit the people who live there. An art park doesn't really do much except attract graffiti artists and drug dealers. I guess I'd prefer the city spend their funds on, oh, say, paving a road.
