That's a lot of people getting HIV. I think it's blatantly obvious that we need to spend more tax dollars encouraging horny teenagers and twenty-somethings to abstain from sex. Condoms are not effective, abstinence is best. It's proven that spending money on abstinence education is effective most of the time. These kids should be waiting until they're married anyway.
