it is exactly that point moff, on the right hand side is where the car came off though so don't know which way it was going

Looking at the layout on Streetmap:
the dual->single carriageway transition happens about 200 yds after the (blind?hump-back?) bridge over the railway,
which in turn is only 200 yds from a roundabout, where the A612 crosses the dualled A6097 into Lowdham:
a dangerous enough situation...
but compounded by a minor yellow road from Lowdham village joining just short of the dual->single transition.
Why don't they simply block it off? It would only be a short diversion via the roundabout?
Given the distances and semi-urban nature, I can see too how a 50mph limit makes sense.

As Gad says - Police / Ambulance / Fire Brigade on scene then fair enough .... you stop and potentially you just get in the way - but to just drive past when no one is there is a completely different thing .... a pet hate of mine that I won't dwell on ....

What I found stunning was in the comments on the newspaper page, following the article.
One woman, Clare says
"I was a passer by in a car a few minutes after the accident took place and saw the car alight, I hoped no one was injured but later found out the out come and want to express my deepest sympathy to friends and family of the coupe that were involved. I hope that you remain strong and continue on with your fondest memories of them both. Clare XX"
