Unfortunately, as Steve says, we have allowed this frankly obscene situation develop whereby an infraction automatically results in points (or a course).

The public could just open their eyes, watch where they are going, read the speed camera websites ( amazing things those, they even tell you where they will be) and then as if by magic, no more revenue for the cash cameras.
At no point do they nick you for going within the posted limits
Ideally fines only but then to the rich and carefree, there's bugger all incentive to not speed.
