a wild thought - is there a small battery-powered car available?
i dont know why, but im guessing she doesnt do many miles, and presumably all/mostly city driving and used for a shopping trolley.

Alas it's rural driving - she lives some 20 or so miles from NCL in Northumberland and it's a 12 mile minimum journey to the nearest town. Public transport of course is not an option.
The battery powered Smart FourTwo would have the range, but it isn't available to Joe Public and the Mitsubishi i-EV is not yet launched.
Taxis would be the sensible choice as one could pay for a fair few for the capital cost and running costs of a car in a year, but it's a psychological issue of independence.
