M1 Average Speed Cameras J4-J6

M1 Average Speed Cameras J4-J6
On the way up the M1 this afternoon I spotted 2 pairs of average speed cameras.
There are no signs saying road works and no apparent change to the speed limit.
(This isn't the road widening section of the M1 which is Juntion 6a to 10)
Are they on? When I've seen them up in other locations they appear to have bin liners over them if they're not in use.
Is it legal to use them on a "normal" stretch of motorway ie outside of roadworks?
Although I hate the principle of these cameras I think they do a good job of keeping the speed down in roadworks. And they also provide a giggle when people shoot through at 80 then slam on the brakes just before the camera!
They should have signs up saying "go home and look up "average" in the dictionary!
Anyway, keep an eye out if you're on the M1 in that area these were set up in both directions.
