No, not joking, seems a lot of bother unless there was a very strong reason. As he said that someone came onto the forum to do this, I assume that it was not a regular.

we live in a world where people complain to the authorities if someone is mean to them on an internet forum

where parents complain about a teacher's irrelevant extra-curricular hobbies to successfully precipitate their dismissal and the end of their career

so, no, there doesn't need to be a strong reason at all

just a predisposition to grassing and a yellow streak a mile wide

I hear what you say and agree with you, but still find it somewhat strange to go to the trouble of finding out someones real name and his employer just to "grass him up" on the basis of what he posted on an internet forum. They must get their rocks off on it or be very, very angry at him.
