I'm biased (I have a 1998) but IMO, the performance difference between the 1995 and 1998 is significant.

I can't help you much on price because there are too many unanswered questions like:
1) What's the maintenance like on the two cars? Has everything (by age and mileage been competed)?
2) Any accidents?
3) Any paint work?
4) How many owners?

NSXprime is an excellent place for information on what you're looking for and I think, the pricing guide in the FAQ is actually pretty good.

You'll find more and more "cheap" NSX's that fall below the pricing guide on Prime but despite what many claim... very, very, very few of those "cheap" cars are truly A, B or even C class cars.

Call me a stupid but paying 40k for 10+ years old car doesn't seem right to me.
I mean I like NSX, and it must be blast to drive but it's old and interior is like from 80's.
If I were you, maybe i'll get something else with 40k unless it is something you are trying to get for your car collection.
But i know everyone loves NSX in here, so flamesuit on.
