You didn't need carfax for that. First one to two digits:

1A-10=US
2A-20=Canada
3A-3w=Mexico
JA-J0=Japan
3X-37=Costa Rica
38-30=not assigned
4A-40=United States
5A-50=United States
SA-SM=Great Britain
SN-ST=Germany
SU-SZ=Poland
S1-S0=not assigned
TA-TH=Switzerland
TJ-TP=Czechoslovakia
TR-TV=Hungary
TW-T1=Portugal
T2-T0=not assigned
UA-UG=not assigned
UH-UM=Denmark
UN-UT=Ireland
UU-UZ=Romania
U1-U4=not assigned
U5-U7=Slovakia
U8-U0=not assigned
VA-VE=Austria
VF-VR=France
VS-VW=Spain
VX-V2=Yugoslavia
V3-V5=Croatia
V6-V0=Estonia
WA-W0=Germany
XA-XE=Bulgaria
XF-XK=Greece
XL-XR=Netherlands
XS-XW=U.S.S.R.
XX-X2=Luxembourg
X3-X0=Russia
YA-YE=Belgium
YF-YK=Finland
YL-YR=Malta
YS-YW=Sweden
YX-Y2=Norway
Y3-Y5=Belarus
Y6-Y0=Ukraine
ZA-ZR=Italy
ZS-ZW=not assigned
ZX-Z2=Slovenia
Z3-Z5=Lithuania
Z6-Z0=not assigned

The second set of digits represent the manufacturer.
FM=Ford Motor Company
FT=Ford Motor Company truck
DF=Ferrari SpA

If you look at the VIN, the vehicle was assembled in Canada and it's a Ford Motor vehicle, not classified as a truck.

this is going to go down in history as the worst scam ever recorded on ebay if the guy ends up paying the 15% in 48 hours

Not necessarily. For that kind of money, people typically use a broker.

anyways... my monthly payment on that price would be... $20,499.82 for 60 months at 6% interest. I wonder if I can swing that.

No fraud has occurred; yet. The VIN is wrong, but that is not a crime. Anyone can run a carfax search; you just have to pay for it. It is $14.99 for a single history report and $19.99 for unlimited. Compare that to the price of the car and it is very miniscule. The bidder decided not too. If he wants to pay the money and not through a broker, then once again that is his decision. People need to be responsible for their own actions and not have people look out for them.
