White deposite on rims in storage?

White deposite on rims in storage?

I have a set of old rims sitting in the garage. Now when I take them out, in the back of the rims, there are white deposite.

What are those? Are they rust?

Could be mineral deposits if the wheels were wet or accumulated moisture while in storage.
