Unless it's a 94 or 95. You can find them for less than 10, but the ones I've looked at (in person) have been rough, even if stock, for that price.
I almost bought a 95 MR2 Turbo instead of the S2K but decided to go new instead. The one I was looking at had a 18k asking price with 30,000 miles. You can find them for less, but this one was flawless.
93's and below go for the price range you specified though

2000 or 2001 Honda Prelude 5 speed. A lot better looking than accord, definitely more fun than Accord and Honda reliability. Plus you can get a good 2000 model for about $8,000, with less than 100K miles on it.

Focus SVT. Good reliability and GREAT handling. The cargo space isn't bad either.
I actually don't recommend Accord and Civics for the simple reason that their resale value is SO strong. Basically, the first buyer didn't take enough of a resale hit. In general the best used car values are ones that are reliable but depreciate a lot. For better or worse lots of domestics and euros fall into that boat. Few Hondas do. Given your fixed budget you can generally get a newer, lower mileage non-honda for the same money.
Also, I have personally owned several high mileage Toyotas. They may be reliable for the age/mileage but they are not what I would consider reliable. This is especially true in the Midwest where winters can take a toll on cars and age becomes more a factor than just mileage.
That said, I think Proteges, Foci (especially SVTs), and Miatas are great ones to look at. I would also look at Preludes (great car) but I wouldn't pay silly money for one or get a 12 year old Prelude and expect it to be as reliable as a 4 year old Focus. One nice thing about Miatas, the Miata forum has lots of know how to help you fix problems.

Miata...'99 10AE would be great. Probably will come with a hardtop too for winter and 6sp tranny. Close as you can get to an S2k and add a turbo/SC later for more fun.
