What car is an upgrade to a STI/EVO?
So when people have a STI/EVO they are getting great mod ability, practical and cheap power.
I've had people suggest to me getting a CTS-V, S4, 335i, G8 GXP
any suggestions?

I would say the S4 is a real upgrade in all areas especially interior wise and it's the only one with AWD (if that's a concern).
The CTS-V, 335, and G8 GXP all have big power potential with just bolt ons and tunes. The GXP would be the rarest of the bunch and obviously hardest to find. You can't really go wrong with any of those choices but I wouldn't touch the Germans out of warranty.

Civic SI or RSX-S would be an upgrade TO STI/EVO.
an upgrade FROM STI/EVO, to me, would be the M3, C63, or RS4 being the top choice if AWD is a concern. sorry couldn't help but notice the grammar.
based on your requirements, i would vote 335i. cheap to modify but beware of some issues. get it CPO (if not new) for some peace of mind. i had the turbos replaced (wastegates rattle) on mine after 70k miles on top of other crap. the dealer opted to change the entire twin turbo assembly instead of just fixing the rattle. i didn't care since the warranty took care of everything.

I went to a IS-f, but cross shopped a S4, M3, CTS-V, 135i/335i when I sold my STI/S2000 combo. My main goal with the upgrade was to keep most/all the performance but upgrade the interior.

Depends on what you're trying to upgrade, doesn't it? Instead of worrying about what you're coming from, why not decide your price range and pick the best car for you in that range?
