It's even more confusing with the fact that in 2000, there was a 328i. Just like in 2006, there was a 325i. Back on topic, regarding what factors make one car feel "responsive" and "precise" vs. "merely a quick-ratio steering rack," it's tires. A shorter, stiffer sidewall will make any car more responsive to steering input. A quick-ratio steering rack in a big dually truck with a 70 series tire is still going to feel sluggish, even if it might be more responsive than a slower steering rack.
And if one normally drives a family sedan, whatever sports car they drive next will become the new "best steering car EVAR!!1!" regardless of how it actually ranks in its class.

Evo IX. Better steering feel, precision, and quickness than almost any other car I've driven. Including many P-cars.
Although, the Lotus Elise/Exige is even better.
