00/01 accord/integra w/ low miles if it's strictly for overall value. You can probably buy a POS FD or a heavily modded 300zx twin turbo if you want to go on the other side of bang for your buck.

if he/she just wants a fuel economical commuter, then a honda civic or toyota corolla. if he/she wants something relatively roomy and comfortable, then a a honda accord or toyota camry. if he/she wants something sporty then a honda prelude, acura rsx, or acura integra. if he/she wants something rwd then nissan 240sx or mazda miata. if he/she wants a mini suv then a honda crv or toyota rav4.

Ford Focus. You can just about buy new for that money. Big depreciation and good reliability equal great used car value. In general as used car I think Hondas are overpriced. Not that they are bad but there are other used cars that are as reliable and about as nice but near half the price. An older Civic certainly isn

the 5th gen (92-95) civic-vx is the best gas millage + reliability daily driver.
$4K is expen$ive, identify: run the vin# at carfax, a vtec d15z1 engine, 8spoke gray cast wheels

a civic-cx is almost the same, lower cost. steel wheels, different engine code

during this period honda had maybe 10 civic models, all good gas millage reliable. a 2seater del sole was then too. vx & cx modes have extra lite frames and a wide range of interchangeably for engines etc., this causes a theft issue. expect 30-50mpg and better than expected reliability till 250K miles

lower priced cars:
you find alot of Ford Focus models now in Cuba.
a early 90's Toyota is lower cost, still functional reliability
cars started to bloat out after mid 90"s and if that is ok look past 1995 for the pig of choice.
