Very, very few people are truly underpaid. It takes one day to get a new job, maybe even one afternoon. The salaries of people of almost every job type are extremely transparent-monster.com and a billion other sites have listings/salaries and all sorts of data available for free.
If the 'associates' at Wal-mart were truly underpaid, they would quit and go else where. But they can't. Wal-mart is often the only option they have to 'choose' from. If Wal-mart had to give their emloyees health insurance, they would.
Target or some other inferior company probably gives a higher percentage of their employees health insurance. But target ain't hiring and target isn't the #1 employer on earth last time I checked. Target probably picks up the best of those who work lower end retail.
The attempted setting of market derived prices always* has unintended consequences, be it rent in new york where land lords no longer had any incentive to fix anything in their apartments or wages that did not fit the productivity of their workers in the auto industry. You don't have to have low wages, just be paid based on what you earn for the firm. This is why little ol' hyundai pays their guys more than GM has for a long time now.

I don't see how unions can even take themselves seriously when I can hire a programmer in Mumbai to work on trading software for me. He speaks better English than most non college educated americans, is one hundred times more skilled, and he can get a fraction of the pay while enjoying double the life style of what I could get here.
These "distortions" will correct, it's a slow grinding process, but it's happening before our eyes. The key is to realize this and do everything you can to make sure you are globally competitive, which is more difficult than it might seem.
