I will second the subaru suggestion. great cold weather cars?
Thermostat gets frozen closed when cold and causes the car to overheat...in the cold.

a celica would be my choice. the 00-05 body style. two door, fwd, sunroof, 158hp. pretty decent car. sentra ser is 4 door but comes with a 2.4l with 175hp. maintenance and insurance will be CHEAP on it cause i used to have one so i know. they dont look cool but are a nice car with springs and wider rims.

I second the WRX suggestion, but if you're really concerned about the insurance costs, what about a non-turbo Impreza? Obviously not as fast as the WRX, but will will be quicker than most comparable econ-boxes and benefits from a huge aftermarket for chassis tuning.

Wouldn't 212+ deg. F coolant would unfreeze a frozen thermostat pretty quickly?

if you haven't crashed your 98 civic beyond repair, I say stick w/ it... that thing will last more than 4 yrs if you have $8K to repair with.
