He was... on that particular day. Some manufacturers supply their own drivers along with their test cars who then have to masquerade as the Stig. Heikki Kovalainen drove Renault's F1 car, for example. And the Maserati MC12 was driven by its private owner. Or at least that's how internet rumors go.

I think Collins was just one of many Stigs (in addition to drivers supplied by manufacturers) hired by the show.

they should do a scene in the show where people in the audience dressed like the stig stand up 1 at a time... "I'm your stig" .... "No, I'm the stig! " ... etc etc til you have like 10-15 people standing up with white helmets on

I prefer the mystique of wondering who The Stig really is. I don't mind knowing his true identity, though, but my preference would be thinking, "Damn, I wish I could drive like that motherfreaker does!"
