i actually learned about this in my global supply chain operations class. they have to crash test 3 cars in a row, provide the data saying its safe to drive, and finally your fourth skyline is approved. I think thats about 1% of the trouble though, but nonetheless a fun fact brought to u by kollege.
edit; apparently some people tried to dissassemble the car and bring it in as parts, but that didnt work.

Motorex (www.skylinegtr.com) have been importing Skylines for years (legally, too).
They didn't actually perform all of the tests that they claimed- they crash tested a couple of cars, but they didn't do what they were supposed to do.

Motorex got shutdown because of the 96+ year Skylines or what other people call it, the Skyline with OBDII...They said that they could get the OBDII Skylines Smogable and so call legal for US legalizations.
Thing was they never did anything to it and just put the Legalize sticker and it was a done deal.
There were (not sure if their still there) 20+ Skylines at the Motorex property never to leave the compound. They sold off the crash data and whatever else they had to RB Motoring which is still waiting word from the DOT/SMOG people if they can go ahead and legalize OBD1 Skylines, which are 95's and below Skylines to the US.
