This is the problem with red light cameras. Yellow lights are often shortened so much that it's very difficult to stop in time, or they turn yellow and red while you're in the intersection and get you as you're leaving the intersection.
As far as braking hard to avoid a ticket causing accidents, I agree with Mr. EG that it's not the real cause of the accidents. Tailgating is. However, if someone is right on my ass as I'm coming up to a light and it turns yellow, I'm not slamming on my brakes. I can take a chance on getting a ticket or take a chance on getting rear-ended. Yeah, the accident might not be deemed my fault, but it's still a much bigger hassle to deal with than a ticket. With these cameras, you're pretty much screwed either way if someone is following at an unsafe distance (as they usually are here in CA).
