1. I don't believe the kid was 15.
2. I don't think the E30 BMW broke down
3. I don't think that cop car Camaro had 350hp
4. I DO think the person got away

that vid is a load of crap, and the announcer has always vomited feces 
Best part is when the driver ran the cop of the road with his shoulders, IMHO
I happen to like the cops I know, but that vid shows why some people have a firm opinion that all cops are full of ish.

The kid got away. His father turned him in. His father was/is a BMWSCCA instructor, that's how the kid apparently learned how to drive. I do not feel like providing sources for the above, so take it how you want.
