the justification for increases premium due to non-continuous-coverage is that you are a higher risk for not paying ... so they wanna milk you while ya can
that said, i abhor the insurance industry and practices. making insurance coverage mandatory doesnt help -- those who choose not to keep themselves insured will continue to do so, and those who are fiscally responsible bear that brunt by being forced into uninsured coverage.
if you cant prove financial sufficiency, get effed - you cant get a license or buy a car. should be a personal choice. those who drive illegally will continue to do so, but those who are drive legally now have the liberty
and while im on my soapbox, the last point is, if you cant easily afford to insure your car, you probably dont need to be owning it....

I don't get how people pay so much. I pay about $850 a YEAR to cover BOTH my S2000 driving 7 months and storing for 5, and my 2010 Highlander covered all year long.
Full coverage, high limits, $500 deductables for comp and collision, State Farm. Highlander is considered the primary year round vehicle, and S2000 considered "second car" and I am limited to something like 7000 miles per year on the second car but I only put maybe 3500 miles a year on it so it works just fine. Each car costs me about $250 for a six month premium and less than $100 when the S is in winter storage with comp only.

Try tripling your mileage on your S2000 while using it as your primary vehicle and you'll see a startling increase. Commuting moderate distances in an S2000 is extremely expensive (from an insurance standpoint).
