if you're talking highway driving, then what you've said about the Z06 getting better mileage is true, but wouldn't "sprited" driving be better modeled by the EPA's city driving numbers? If yes, then 20>18.
It would be nice if someone with both a Z06 and an S would drive each one, one after the other, in a variety of scenerios, tracking the fuel usage. Wouldn't be quite as scientific or very statistically sound, but it could be made to better reflect the type of driving style I think most people on this board would most likely have.

what if you had a Z06 and i had an S2000 and we never drove on the highway??

23 > 22.5. This is an absolute.
unfortunately, how you derived the numbers is completely incorrect.

Which bills?
We are not talking about hybrids here.
? You are making some rather broad brush statements with no real data to back them up.

Displacement and fuel economy are not always correlated. The transmission has a large roll. In the case of the S2000, if it had similar gearing as a Z06 it would probably lose a bit of acceleration but gain some economy. IMO, the Z06 is done just right....gearing that can get you into the 11's and 28 mpg on the highway.

neither the S2000 nor the Z06 need their final forward gear (6th) for a 1/4 mile run....it doesn't come into play.

can you explain the correlation?

Real world average driving the S2000 will get better milage. Most Corvette Owners I know get in the teens around town, (but probably have more fun than I do in stop and go)
How can the get 30? Gearing. At 70 mph a C5 is loping along at about 2000 rpm, barely above idle and the S2000 runs at, I forget, near 5000 rpm? High torque engines give you more flexibility for taller gearing and possible high milage freeway cruising in 6th gear.
