I do look at what kind of cars i see, how the lawns are etc. I would prefer to live by people who police themselves rather than people that have to be policed.

My prior neighborhood looked great the first few years I moved in when all the houses were new. Over 9 years, it went way downhill, as renters moved in and residents didn't take care of their yards/houses. I actually wish the HOA would have been more aggressive in that instance!

Most all my neighbors surrounding me moved out before I did, and their successors weren't as friendly or as attentive to their homes. Lesson being that you can't necessarily expect current appearances to be maintained over the long run.
