Then I'd pay it and move.

Pay some kid $20 to drive around breaking as many laws as possible, and have him tell the rent-a-cops he's a guest of the head of the homeowners association.

Yeah, if your friend doesn't respect the traffic signs in your neighborhood, you should definitely ask him to foot the bill!

that does sound gay but i could think of good ways to take advantage of that rule if you have a friend you can't stand

go over to his house and on your way out drift the dead ends til you get caught and throw the bill at em lol

DiamondDave2005 and BEC71 are both geniuses.

Simply put, HOAs are pocket dictatorships. Their practice is always the reverse of their intent. I've had 2 bad experiences with themm and I was only renting. I can't imagine the amount of utter falderol I'd have to put up with if I purchased a home in an HOA's jurisdiction.

I've heard of people getting "tagged" by HOA rent-a-cops for not renewing their plates on time, for not having X number of bushes in the front yard, for not painting their house a very specific color... HOAs should simply be outlawed in my honest and (I think) very right opinion. No one should have this kind of control, I don't care who they are. Unless they carry a badge sanctioned by the state government, they can shove it for all I care.

For any amount of good any HOA has done, I can dig up 10X as much bad in response.

You my friend rock!

I wonder if I can take it one step up and hire some hot hooker for more money and then have her say she's sleeping with him also

How exactly does running a stop sign incur damages?
If you hit another vehicle, you would have to pay for the damage to their vehicle.

If the roads are private, do the normal state traffic laws apply? If they do not (eg regular police cannot enforce speed limits on private road) then are the "road rules" and meaning of each sign explicitly provided in the contract? If the HOA does not have a definition of "stopping" at a stop sign, how can they enforce it?

I'm not sure about a lawyer, but surely the community HOA must provide the avenue for you to appeal or contest it.
