Default How is this legal? [RENT-A-COPS]

I live in a gated community. one of the home owners association law goes as follows -

if your guest violates the community traffic laws, you have to pay for it.

i.e. my friend ran a stop sign, now i have to foot the bill.

is this in any way legal?? i mean they can't come up with a rule to ban black people. it seems ridiculous.

HOA's can do basically anything they want. You agree to their conditions by living there. Banning black people is a totally different issue as it is subject to discrimination laws.

What method of enforcement do they have? I.e., what if you refuse to pay?

Tell them to prove he is your friend first. Have him state he is buddies with whoever the president of the HOA is instead of you.
