Doing it right costs A LOT, espeically if you want to maintly streetability. I am on a CRX projectright now and I've already spent close to $4000 and I am only 40% there. Yes that's right, this project will probably cost me $10k.
To get it to be reliable enough to run 11's 12's you'll want some serious work on the block and head.
some samples of what I amdoing:
golden eagle block sleeve/bore/hone - $800-900
Pistons, Ross 84mm - $500
Rods, Eagle - $350
Portflow head work, new valvestrain - $1400
Misc block seals and bearings and parts(ARP bolts etc) $300-$500
then you have injectors, ecu, turbo parts, intercoolers, tranny parts, suspension pieces... it's not cheap.
You can ghetto rig the stuff for < $500, but don't expect it to run 10's.
