For the good of the community, can someone in Alabama do a contract hit?

"The high-intensity lamps should be banned immediately, and everyone now owning them should be made to replace them with normal headlights."

I understand the frustration. I think that any lights that illuminate a sign almost a quarter of a mile ahead are too bright. On one hand, they are safer at night. but on the other hand, they are really distracting from behind and head on. both sides have legitimate arguments.
