Tire brand is generally irrelevant when you are talking about tire performance. It's the specific tire model, size, and construction that is important.
What kind of vehicle is this going on?
What size tire do you need?
What kind of tire are you looking for? R-compound? Summer tire? All Season tire? Snow/Ice tire?
Are you willing to compromise a little and accept a tire with lower ultimate performance if it means reducing road noise and ride harshness?
What is your tire budget?

You can get info at tirerack.com, where you can find price info as well as reviews and tire tests.
No tire is clearly the best b/c there is a range of costs, tread wear and wet/dry road handling. Also because of different vehicle weights and suspension configuration tires may perform differently on different vehicles.
I assume you are talking about tires for the S2000. There is a school of thought that the OEM tires (hand picked by Honda is the best). There are several tires that are considered as good as the OEM tires, but it's hard to pick one tire as being clearly the best.
There is a whole forum sub-group that just deals with wheels and tires. If you look around on that forum you will find a lot of good info.
