The way I see it for a 16 yo, the best would be the Scion tC, just because it has so much neat stuff for the money, such as the stereo and the panaromic moonroof.
But I guess you can do that with a Mini as well, with those options.

Either the Mini or the Scion.

Accord seems too grown up and TSX is another option for the BMW or Audi.

I voted for Scion Tc, but I still think it is too much for a girl her age. If she is 18 or 20 years old, Scion would be the best choice. I think a used 95-98 Honda Accord(fifth gen or sixth gen Accord) would be a better choice. It is reliable, good looking with a little sporty feel, good handling. It should cost from $6000 to $12000. But it is just my opinion. If your sister drives safe, a brand new Scion is still okay.
