I don't think such cost/benefit analysis is unique to Ford or even American manufacturers. Most companies try to be smart this way since many product compromises are known before production. Ford just got bit that time.

Since this statement was made in 93. Prove that ONLY the ford explorer had problems with roll overs at that time.
Don't forget all SUV's that were made around that time. Such as the 4Runner, Montero, blazer, tahoe, suburban, etc.
Also prove that current modern SUV's don't have the same roll over problem.
