You can most certainly have life insurance that exceeds your net worth. It is pretty common really.
With regard to my car insurance, I would not get the full 12k more than likely as the value of the car is less than that. The number is really an arbitrary figure they pulled out of thin air.

You "can" insure anything for any amount you wish, assuming you can get an insurance company to make a deal with you.
For example, did you know you could get alien abduction insurance?
Regarding the McLaren F1 - something I read a while back stated that if you purchased one of the cars used, and gave enough money to Mclaren, they would recondition the car for you to your exact specifications. In essence, it would be just like purchasing a band new model, custom ordered how you wanted it. I wouldn't be surprised if McLaren has the capability to construct a new chassis and source a new engine, and give it the same VIN since they are the manufacturer. (Although I have no idea what sort of laws in the EU might be relevant - could be that a replaced chassis is illegal. What's the minimum amount of material from the old car in order for the "new" one to be considered the same vehicle?)

I'm just guessing here, but I doubt that they can completely swap out the chassis and carry the VIN over to a new chassis. I doubt the car in the pictures is repairable. They have a carbon fiber chassis that is all one bonded piece. You can't just weld on some new sections of frame.
