This is an older Elise. It has a Rover engine. The engine was never certified for the US, the car never went through crash testing, etc. I don't think there are any 100% Federally street legal pre 05 Elises in the US. I have seen an S1 with the Sun International Acura engine conversion and it had CA plates, but those cars are not technically legal either. I think if you bought one, you would be very lucky to get it registered.

I think you would have no problem passing it off as a kit car or dune buggy in the eyes of the law.
Ariel Atoms most certainly are not crash tested as a production car and they are perfectly legal to own in America and in certain states such as Texas, any vehicle conforms to state laws (note the difference between state and federal laws) so long as it has blinkers, seat belts, etc. The burden of emissions testing is only put on production cars and this thing would certainly pass as a kit car.
When I lived in Arlington, I would see this guy driving his Atom all over the place. I worked with a guy who daily drove a dune buggy. lol

That car has been on CL Portland for probably close to 6 months, those guys also have a 996 gt2, 997tt and a couple other pretty killer cars at decent prices.

I went to school with a kid who slapped lights/plates on a gokart, registered and everything, he drove that baby (weather permitting) everyday. It was like on of those gokarts with the roll cages that Top Gear did a thing about in the field

They were probably imported under an exception. Just like the current Elise and Exige. The current Lotus cars do not meet a number of current US regulations. The most notable are the lack of 5 mph bumpers. Lotus being a very low production company got a waiver from the US DOT on those items. The 8 340rs that came to the US probably got in as kit cars. There are a number of cars, like Nobles for one, that come to the US as complete cars minus the engine. And then are completed. The cars then are at the discretion of the states that they are to be registered in.
