There's a huge gap between fourth and fifth in the Viper -- it has a hard time pulling fifth. The driver probably decided that it wasn't worth the distraction and possible misshift for an extra couple of mph.

This is a 600-hp track car running with R compound tires and driven by a pro-racer, accompanied by a team of engineers to tweak and adjust after every lap. A few seconds under the ZR1 and base GT-R is not that impressive. On the other hand, the ZR1's 2-second advantage over the base GT-R is not that impressive either, considering it has almost 640hp and much lower weight.

I don't know the backstory of the ZR1 testing at the 'Ring, but the Viper folks spent only half a day and did only four laps there, from what I've read.
"Track car" or not, it's street legal - and the time extremely impressive for something based on a regular production vehicle. (As opposed to, say, the 911 GT1 or Merc CLK-GTR.)
